Frank Riley, Jr. is a Research Associate III with the John C. Stennis Institute of Government and Community Development at Mississippi State University. He received a B.S. in Human Development from Vanderbilt University in 1994 and an M.B.A. from Millsaps College in 2000. As a Research Associate, Frank’s focus includes managing relationships with agencies, organizations, and branches of government during projects. Frank also participates regularly in conferences and events where the Stennis Institute has a vested interest. Among the organizations he participates with include the Mississippi Municipal League, Mississippi Association of Supervisors, Mississippi Economic Council, Mississippi Association of School Superintendents, Innovate Mississippi (formerly the MS Technology Alliance), Mississippi Natural Gas Association, and Mississippi Propane Gas Association. As State Director of the Family Impact Seminar, Frank is working toward helping legislators with research based topics relating to family issues through seminars, and small group encounters with national experts. Frank is also the Executive Director of the State Executive Development Institute, a week-long, graduate level course held on the campus of Mississippi State University for one week each year. This Institute provides leadership and management skills training for mid level state employees who wish to advance in state government. Frank is a member of the board of directors for Methodist Senior Services of Mississippi, an eight campus elder corporation affiliated with the United Methodist Conference. An Eagle Scout, Frank is an Assistant Scoutmaster with Troop 15 in Madison, Mississippi, and is a member of the North Trace District Council as Religious Emblems Coordinator. Previously, he served as Treasurer and Executive Board Member of the Madison County Chamber of Commerce and as Chair of both Leadership Madison County and Youth Leadership Madison County. In 2012 Frank was selected as a “Top 40 Under 40” by the Mississippi Business Journal. Frank is married to the former Kelly Lockhart and they have two children Allen and Julia Lee. Away from work, Frank enjoys cooking, raising kids, Hilton Head beaches, and “boot camp” style workouts.
